1971 Award VADM Wm Mack Order Seven Shaded Purple Pajamas & Citation

Description

I've been asked to sell items from the estate of Vice Admiral William Paden Mack, former superintendent of the Naval Academy.
Offered here is what I think is a gag award and citation found among his papers.

For exceptionally notorious valor while serving the seven guard/reserve components in operations against an opposing military department during the period of January 28, 1969 to whatever date we can put off his transfer.  Given in the city of Washington in the Palace of the Puzzle this 25, day of March in 1971.  Signed Theodore C Manns Exalted Somnambulist.
Citation reads
Vice Admiral William P Mack USN extinguished himself by exceptionally notorious valor as Deputy Assistant Secretary of Defense (Manpower and Reserve Affairs) while engaged in operations against an opposing military department from 28 January 1969 to whatever date we can put off his transfer.  His valiant partisanship of revolutionary concepts for reserve force development in defiance of tradition placed him repeatedly in danger of physical and promotional harm.  In the face of overwhelming odds he led the assault on the heavily defended and hide bound practices, proving conclusively that two by six was not the only figure in the multiplication table and that four by ten was an equally valid number.  Although bleeding profusely from cutlass wounds, he continued to press the attack until he succumbed to the lure of becoming a practicing anchor clanker in a position of high prestige and esteem.  Admiral Mack's courageous exploits reflected heavily upon the future effectiveness ratings pf Captain Blackie Thompson and Commander Jim Lacy who are left to bear the residual impact.
Award and citation are separately mounted on blue.  Award has a plastic seal affixed with multi hued purple ribbons.  Center reads For You.
